This is Chinese Pistachio or
Pistacia chinensis in the cashew family,
Anacardiaceae. I has brilliant red leaves in the Fall (whatever that is?). This tree is used as a street tree in many locations around the United States. It is rare here in the desert Southwest, likely because it needs water. In China, the oil from the seeds is used for biodiesel production. The wood is used for production of furniture and yields a yellow dye. See
Wikipedia: Pistacia chinensis.
